Proposed Nutrient Trading Regulations Debated in Fayetteville

Rules to regulate nutrient trading credits for farms, businesses and public utilities with point and nonpoint source pollution control mandates in Arkansas, nearing approval, are under vocal challenge by Fayetteville city council member Teresa Turk, a retired NOAA marine biologist.
