The Arkansas Board of Examiners in Counseling has proposed a new rule to the Arkansas Legislative Council to allow therapists and counselors to refer treatment of certain clients based on ethical, moral or religious principles. While the proposed rule raises concern among LGBT civil rights advocates, advocates say the measure is meant to preempt a much broader religious refusal law.
