Smokers Litter Near School Playground

The University of Arkansas smoke-free campus is widely hailed as a success. But the after-effects of the ban are still being felt by neighbors. The youngest neighbors - elementary school students - are complaining that smokers pushed to the periphery of the university are blowing smoke and tossing butts at their school.
