For more than a century, libraries have collected fines on overdue items. A 2017 study from the Library Journal found that 92 percent of libraries in the U.S. enforced late fees, but that money only accounted for one percent or less of their overall budgets. As of last month, theEastern Oklahoma Library System voted to eliminate their fines for all library items to make libraries more accessible and inclusive for all Oklahomans.
