Lawmakers have given final approval to House Bill 1574, which would require paid signature gatherers for petitions to be permanent residents of Arkansas. The bill passed a final vote in the state Senate on March 31. The bill is one of several proposals approved by the legislature that change the state’s direct democracy process. It now heads to the governor’s desk for a signature.
