Institute for the Creative Arts in Fort Smith prepares to open

The Institute for the Creative Arts High School in Fort Smith is set to open this upcoming school year. Dr. Rosalie Russell is the school's founder, and she tells us the tuition-free public school aims to immerse students in creative arts for half the day and academics for the other half.
