Flags in Arkansas will be raised at sunrise Monday in honor of President-elect Donald Trump's second inauguration. Gov. Sarah Huckabee Sanders is ordering flags to be at full-staff from sunrise Monday until sunrise Tuesday, then lowered again to half-staff until Jan. 28 to honor former President Jimmy Carter. The governor’s proclamation follows the national lead of U.S. House Speaker Mike Johnson.
